Job Description


Work with all members of the Project team (Client and Company) to develop and maintain an excellent HSE culture. Project scope is multi-discipline (civil, mechanical, electrical, instrumentation and commissioning) site operations on various gas distribution sites located in and around the east midlands of the UK.


Key Activities:


  • Produce, obtain approval and maintain Construction Phase Health and Safety Plans for each of the sites.

  • Produce, obtain approval and maintain Project Environmental Plans for each of the sites.

  • Promote a Safety, Health and Environment (SHE) culture that engages all employees and delivers continuous improvements in health and safety management.

  • Provide professional advice and support to the Project Manager and other members of the Project team on health, safety and environmental issues.

  • Review and comment on sub-contractor risk assessments and method statements (RAMS).

  • Organise and chair regular project health, safety and environmental meetings.

  • Report on operational health and safety performance and make suggestions for improvements.

  • Ensure any health and safety actions and improvements are implemented and effective.

  • Ensure all works are carried out safely and in accordance with the agreed construction phase plan and approved RAMS.

  • Support the development and ongoing management of the CDM Risk Register.

  • Maintain competence and training records for client and subcontractor's personnel.

  • Ensure suitable and sufficient 'sensible monitoring activities' are undertaken and reported as per Client procedure.

  • In liaison with the Project Manager, determine the project specific implementation of SHE Bulletins, Alerts, Best Practice and Lessons Learned.

  • Ensure that all SHE events / incidents / accidents / dangerous occurrences are reported, investigated and closed out.

  • Ensure compliance with permit procedures in accordance with Client Safe Control of Operations.

  • Monitor the suitability and effectiveness of the temporary works designs and inspections; including the update of registers.

  • Ensure all Plant and Equipment is suitable and fit for purpose and records available (including compliance with LOLER and PUWER).

  • Ensure that monthly HSE Triangle reporting is completed and published.

  • Where required attend Formal Process Safety Assessments, e.g. HAZCON.

  • Ensure that site inductions are completed and records kept.

  • Ensure that Tool Box Talks, PASTA and Safe Cards and being completed and records kept.

  • Prepare the scope of technical environmental and/or ecological assessments, permit and consent applications.

  • Manage the Environmental Aspects and Impacts Register through the life of the project.


  • HSE support in high risk industrial environments (oil and gas industry).


  • NEBOSH Certificate.

  • IOSH Managing Safely.

  • EUSR SHEA Gas Network Safety Passport.


  • Ability to produce and maintain health, safety and environmental documentation for multi-discipline works in a high-risk environment (oil and gas).

  • Good communication and presentation skills in dealing with operatives, supervision and management.

  • Good IT skills (e.g. Outlook, Word, Excel, Power Point).

  • Knowledge and understanding of Gas Industry (Transmission and/or Distribution) specifications and standards (Preferred, but not essential).
