Cost Estimator

Worker Status: PAYE only

Location: Basingstoke, UK

Expected Duration: Minimum 12 months

 

Project/Role Description and Main Responsibilities:

 

Main responsibilities include (but are not limited to):

  • Prepare cost estimates for services, equipment, construction, and sub-contracted services based on technical specifications and bills of materials developed by the Engineering Departments. Collaborate with other departments when tender and cost information is required from suppliers and sub-contractors.
  • Prepare cost estimating methodology report narratives, including descriptions of methodologies, data sources, inclusions, exclusions, and other key information covering cost estimating activities.
  • Prepare Capital Expenditures Cost Estimates (CAPEX) in line with company-provided engineering deliverables, requirements, and CBS.
  • Conduct cost trends analysis, price analysis, market analysis, and cost benchmarking.
  • Review third-party estimates, company estimates, and analyze estimates submitted by the company; perform estimate scaling (up/down) and sensitivity analysis.
  • Ensure development and standardization of systems, procedures, and cost estimating techniques; analyze current and past cost data for proposals and cost estimates.
  • In conjunction with the Job Manager, verify that documented price information aligns with management sanction details.

 

Candidate Qualifications, Professional Experience, and Skills:

  • Demonstrable experience in cost estimating applicable to Oil and Gas Development projects (upstream and midstream). Experience with offshore gas developments and LNG plants would be an advantage.
  • Detailed working knowledge of Microsoft Office Suite.
  • Strong team player with excellent communication skills.
