Summary of the Role

The Project Controls Engineer is responsible to Delivery Lead and has a key role in managing all costs associated with the delivery of the project.  The project is made up of 59 infrastructure projects in the Northern Area of Clyde. Due to risk associated with infrastructure and balancing of finances across the Clyde programme of works some of the system are in multiple parts. The individual projects are at various stages of design, contracting, approvals, implementation and commissioning.  There will be multiple design contracts along with multiple implementation contracts placed through the Clyde Commercial Frameworks for both Authority Design and Design and Build packages of works.  The role is to manage the forecast for all aspects of the project, and assist in monitoring the spend and change against forecast and approvals. Generate monthly reports and maintain the integrated finance management systems.

Tasks

 

  • The forecasts from multiple sources

  • Monitoring the planned and actual spends

  • Assisting in the assessment of the impact of proposed changes

  • Accumulation of all costs from all sources

  • Monitoring cost incurred against planned and approvals

  • Integration of all project costs to summary level for Finances

  • Generation of all financial reporting data to the programme office and other stakeholders

  • Earned Value reporting

Requirements

 

Essential:

  • Good soft skills, collaborative behaviours

  • QS / Project Controls background preferred with delivery experience

  • Familiarity with NEC contracts

  • Ability to review, analyse and interrogate cost and time forecasts

  • Questioning attitude

  • Client side experience working on multiple projects

  • Working knowledge of excel, PowerBI and CEMAR

  • Reporting

Desirable:

  • Knowledge of Primavera P6

  • Knowledge of risk management and analysis

  • Experience of delivery of projects in regulated operational environment

 

Qualifications & Training

 

Essential:

  • Minimum 10 years’ experience, with at least 5 years in a Project Controls role

Desirable:

  • Membership of a relevant professional body (RICS/ICES/ICost E)

  • Collaborative behaviour training

  • NEC PM accreditation
