Shape the success of major civil engineering projects from the ground up.
Our Client has a requirement for a Senior Civil Engineering Estimator, who will be required to work on a permanent basis in Preston.
Role Purpose:
- Support the successful delivery of tenders across civil engineering projects ranging from £100k to £10m
- Analyse and interpret project information to develop effective construction and pricing strategies
- Identify risks and opportunities and incorporate them into competitive tender submissions
- Lead and coordinate bid activities, ensuring high-quality and timely submissions
- Contribute to winning work within a strong and growing project pipeline
Job Role Responsibilities:
- Analyse scheme requirements including construction methods, programmes, and management approaches
- Identify risks and opportunities and integrate them into tender bids
- Collaborate with Design and Delivery teams to develop effective work strategies
- Identify key win themes and manage bid processes with multiple contributors
- Source and assess additional information required to strengthen tender submissions
- Challenge designs and methodologies to propose alternative solutions and innovations
- Price civil engineering works (earthworks, drainage, ducting, paving) from first principles
- Prepare construction programmes and sequences (ASTA Powerproject experience desirable)
- Identify and manage subcontract packages, including supplier engagement and tender analysis
- Compile comprehensive net cost estimates including preliminary items
- Present estimates at internal adjudication meetings and implement feedback
- Ensure timely and compliant tender submissions aligned with client specifications
- Follow up on submitted tenders and support commercial discussions
- Provide clear project overviews, highlighting risks and opportunities
- Review tender performance post-contract to support continuous improvement
Experience / Skills / Knowledge / Qualifications:
- Experience within a Tier 1 or Tier 2 infrastructure main contractor environment
- Strong background in estimating civil engineering projects (bridges, highways, public realm, utilities)
- Proven ability to price work from first principles
- Knowledge of Conquest and ASTA Powerproject software (desirable)
- Good understanding of pricing and quantification methods
- Strong organisational and analytical skills with the ability to meet deadlines
- Excellent communication and interpersonal skills, able to build relationships under pressure
- Experience leading or supporting teams (desirable)
- Proficiency in IT, numeracy, MS Office, and estimating systems
- Membership of a relevant professional body (RICS, CIOB, RIBA, ICE, CIBSE) or equivalent qualification (desirable)

Our Client has a requirement for a Bid Writer, who will be required to work on a permanent basis in Preston.
Role Purpose:
- Produce high-quality, compelling bid content across public and private sector tenders
- Support the successful delivery of PQQ and tender submissions
- Lead and coordinate bid processes for smaller tenders as Bid Lead
- Translate technical information into clear, client-focused responses
- Contribute to winning work aligned with the organisation’s strategic and social value objectives
Job Role Responsibilities:
- Act as Bid Lead for allocated tenders, managing the process from opportunity approval through to submission
- Produce bid programmes and submission plans
- Organise and lead bid kick-off meetings
- Allocate responsibilities and coordinate input from estimators, planners, and operational teams
- Track progress against deadlines and ensure timely delivery of submissions
- Manage tender clarifications and ensure full compliance with client requirements
- Assemble, review, and submit final tender documentation
Bid Writing & Content Development:
- Write clear, persuasive responses to PQQs, tenders, and framework submissions
- Translate technical and operational information into structured, client-focused content
- Develop methodology responses, project approaches, and value propositions
- Review and enhance contributions from technical team members
- Edit and proofread submissions to ensure consistency, clarity, and quality
- Ensure all responses align with defined win themes
Experience / Skills / Knowledge / Qualifications:
- Proven experience in bid writing with the ability to produce clear and compelling content
- Experience coordinating PQQ and tender submissions (construction or civil engineering desirable but not essential)
- Strong ability to interpret tender questions, scoring criteria, and client requirements
- Skilled in extracting and translating technical input into high-quality written responses
- Excellent written communication, editing, and proofreading skills
- Strong organisational skills with the ability to manage multiple deadlines and priorities
- Proficiency in Microsoft Office (Word, PowerPoint, Excel)
- Experience with document design tools such as InDesign (beneficial)
- Highly organised, proactive, and self-motivated with a strong sense of ownership
- Confident communicator with internal stakeholders
- Resilient and able to perform under pressure

Ensure safe, compliant, and efficient execution of remediation activities

Oversee coordination of remediation works within wider construction operations
Job Role Responsibilities:

Provide oversight of soil classification, waste management, and soil reuse decisions

Supervise and monitor subcontractor daily remediation operations, ensuring compliance with RAMS, remediation strategy, and principal contractor standards
-
Coordinate remediation works with other site operations to avoid clashes and maintain safe working conditions
-
Oversee groundwater management activities including pumping, treatment systems, monitoring, and discharge controls
-
Ensure all reuse decisions comply with CL:AIRE DoWCoP, the Materials Management Plan, or project-specific reuse criteria
-
Monitor environmental controls such as dust suppression, odour management, noise mitigation, and surface water protection

Review and sign off subcontractor daily records, including waste transfer notes, stockpile logs, and site diaries

Maintain full compliance with CDM duties and principal contractor responsibilities
Experience / Skills / Knowledge / Qualifications:

3–5 years’ experience in soils remediation or similar project-based activities
